Procurement staff salary information for Scottish Government Non Ministerial Offices: FOI release

Information requested
Please provide the salary range (or salary band, where applicable) for the most senior procurement lead within each Non-Ministerial Office of the Scottish Government. For clarity, I am seeking the salary information for the individual holding the highest level procurement role within each organisation, typically titled “Head of Procurement”, “Head of Commercial”, “Head of Procurement and Commercial”, “Procurement Manager” or an equivalent role. For each Non-Ministerial Office, please provide: Ministerial Office, please provide:
1. The organisation’s name
2. The job title of its most senior procurement professional
3. The corresponding salary range or pay band for that role
4. Whether the role falls under Senior Civil Service (SCS), a Scottish Government pay band (e.g., C1/C2) or another grading structure specific to that organisation.
Response
While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. This is because the Scottish Government can only provide information on Non-Ministerial Offices (NMOs) that are within the Scottish Government Main (SGM) bargaining unit.
The NMO’s within SGM are provided in Annex A.
You may wish to contact the other NMO’s, outwith SGM directly for the information you have requested.

This information is provided as at 31st January 2026. Job title information provided consists of the profession, job family and job function assigned to the position the staff member sits in. There instances of multiple staff with identical job titles and grades identified as the senior procurement person in their organisation, these have been condensed for convenience.
While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested for all NMOs in SGM. This is either because they do not have staff in a position designated as belonging to the procurement profession or they do not use our HR system, so we have no data on their staff professions.
This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have some of the information you have requested.
