Information request and response under the Freedom of Information (Scotland) Act 2002
Information requested
1. Please identify and outline what measures the Scottish Government (SG) (and their Officials) take to assure that those Cat 1 and Cat 2 organisations in Scotland (which SG are responsible for) meet the legislative requirements of the Act and its Regulations.
2. Please also identify when the last Audit was undertaken with regards to Scotlands contingency planning arrangements and when the next Audit is planned.
3. Please outline the Scottish Government’s equivalent action plan to that of the UK government, noted below, and how this has been communicated with the public and responder organisations.
Response
The answer to your questions are:
1. The Scottish Government does not have responsibility for governance and assurance for responders under the Civil Contingencies Act. It does, however, support partners in a number of ways to assist them in demonstrating their compliance under the Civil Contingencies Act, 2004. This includes, but is not limited to:
- By deployment of the Civil Contingencies Liaison Team, supporting partners at Local Resilience Partnerships in addition to Tactical Co-ordination and Strategic Groups.
- Delivering a range of training packages which provide clarity on the roles and responsibilities under the CCA.
- Maintaining the ‘Preparing Scotland’ suite of guidance, which provides a framework for responders to operate within in Scotland - The national guidelines, Preparing Scotland
2. Under section 25(1) of the Freedom of Information (Scotland) Act 2002 (FOISA), we are not required to provide information which is already reasonably accessible to you. 3. The Scottish Government does not have a direct equivalent to the UK Government’s Resilience Action Plan, however the Scottish Government was engaged in the Resilience Review which informed the Action Plan and we collaborate with UK Government on a number of priorities detailed within the Action Plan.
