Information requested
1. All minutes, papers, and action logs relating to the FGM Implementation Advisory Group for the period 1 year up to the date of this request.
2. The full risk register used by, or held for, the FGM Implementation Advisory Group covering the same period (including previous versions if the register has been updated or revised during the past year).
3. Any attendance lists or membership records for the group over the same period.

I enclose a copy of some of the information you requested.
While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under s.38(1)(b) (personal information) and section 29(1)(a) (Formulation or development of Scottish Government policy) applies to this information.
Section 38(1)(b) is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
Section 29(1)(a) is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption. We recognise that there is some public interest in release because this of the need for a open and transparent government. However, this is outweighed by the public interest in high quality policy and decision-making, and in the properly considered implementation and development of policies and decisions.

3. Our response to this question is restricted by s.38(1)(b) as it contains personal information of the members of the working group.
