Oracle Cloud comments and Oracle information and correspondence: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.

Information requested

1. ALL comments under Corporate News article ''One year of using Oracle Cloud'' since I last submitted a FOI request on 20th October 2025.

2. ALL information held/internal correspondence about support on ORACLE being withdrawn to business managers.

Response

I enclose a copy of some of the information you requested.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under sections 30(b)(ii) (substantial inhibition to free and frank exchange of views) and 38(1)(b) (third party personal data) of FOISA applies to that information.

Some of the information has been withheld under section 30(b)(ii) because it relates to free and frank advice or comments from junior officials regarding the implementation of the Oracle Cloud platform.

The names and contact details of individuals have been withheld under section 38(1)(b).

An exemption under section 30(b)(ii) is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, as disclosing this information would be likely to inhibit the free and frank exchange of views for the purposes of discussion.
