Transport Scotland learning management systems: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

You asked for information regarding the use of Learning Management Systems (LMS) or Virtual Learning Environments (VLE) by Transport Scotland and, where information is readily available, any associated departments, service units, or partner organisations delivering education, training, or learner support under your authority.

The answer to your question is stated below, also the information was provided by the Scottish Government who are the product owners of the platform that we use in Transport Scotland.

Current LMS/VLE Usage

  • What Learning Management System(s) or e-learning platform(s) are currently in use?

Response : Transport Scotland currently use Thrive Learning & iHasco Learning Management Systems.

  • If Moodle or Totara is used, which version is currently implemented?

Response : N/A

  • What are the primary use cases for your LMS/VLE (e.g. internal or external teaching to parents/teachers, staff training, compliance, CPD)?

Response : Both systems are used to provide internal staff training and CPD, including compliance training and running training reports.

  • Approximately how many unique users (staff and learners combined) logged into the LMS/VLE at least once during the most recent academic year?

Response : Thrive Learning has a total of 20,226 unique logins from the entirety of the Scottish government, 642 of these are specific to Transport Scotland.

iHasco: 650 Unique logins, as this is specific to Transport Scotland only.

Hosting and Support

  • Is your LMS/VLE hosted on-premise, in a private cloud, or provided as SaaS?

Response : SaaS for both systems

  • Is the platform supported by internal teams or by an external provider? If external, please name the support or hosting partner.

Response :Thrive Learning is supported by an internal team that is situated within the Scottish Government. iHasco is supported by an external provider.

Procurement and Oversight

  •  What are the current contractual arrangements for your LMS/VLE (e.g. start/end dates, and any optional extensions)?

Response : The current contract for Thrive Leaning started 24th October 2024 and is due to end on the 24th October 2026, with an optional 1 year extension.

iHasco: The initial contract began in August 2022 and ran to August 2024. An initial 12-month extension was agreed that point, followed by another 12 month extension which is due to end in August of 2026.

  • Through which procurement method or framework was the LMS/VLE acquired (e.g. G-Cloud, direct award)?

Response : The procurement framework used for Thrive Learning was G-Cloud For iHasco the procurement framework used for was CCS G-Cloud 12.

  • Which department, team, or individual is responsible for managing the LMS/VLE and digital learning strategy?

Response: The SG Digital Learning team are responsible for managing and updating the Thrive Learning platform.

The Transport Scotland Health & Safety Team are responsible for managing the iHasco platform.

Future Plans

  • Are any reviews, tenders, or procurement activities related to LMS/VLE systems planned within the next 24 months?

Response : Yes for both platforms

Integration and Strategic Links

  • Is the LMS/VLE integrated with any other systems (e.g. student records, HR, CRM)? If so, please list them.

Response : No for either platform

  • If held, please confirm whether the LMS/VLE is referenced in any institutional strategy or documentation (e.g. digital transformation, skills development, compliance reporting).

Response: Thrive Learning is referenced in the SG Learning Strategy which is implemented in the Scottish Government and Transport Scotland. Transport Scotland reference iHasco within agency-specific documentation such the Health and Safety Policy Manual.
