I am able to supply some of the information you have requested.
Please note that Scottish Ministers have no role in the setting or regulating of tariffs either on ChargePlace Scotland (CPS) or across the commercial charging networks. The decision to apply tariffs and the tariff rates on the CPS network are entirely at the discretion of the c.400 individual CPS charge points owners, including local authorities. For many years CPS was free at point of use for drivers, however, to ensure that the provision of charging infrastructure is financially sustainable and that owners are able to maintain and upgrade their charge points in the future for the benefit of drivers, Scottish Ministers recognise that owners may wish to apply tariffs as well as overstay fees to ensure fair usage of their CPS charge points. All tariff charges should be clearly displayed in pence per kilowatt hour (p/kWh) at the public charge point or through a separate device, website or app, as required by the UKwide charge point regulations Public Charge Point Regulations 2023 guidance - GOV.UK (www.gov.uk)
1) How many ChargePlaceScotland terminals are there in Shetland?
As well as public charge points, the ChargePlace Scotland (CPS) network also hosts non-publicly accessible charge points which may be reserved for business or fleet use only, for example those belonging to the emergency services. I have taken your question to mean that you are asking about public charge points on the CPS network. Individual charge points may also have more than one 'socket', I have interpreted your use of the term 'terminal' to mean the charge point unit, regardless of how many sockets it may have.
There are 35 public charge points on the CPS network in the Shetland Islands. The CPS website shows all publicly available CPS charge points on the Shetland Islands.
2) How much money has been spent charging cars at these Shetland terminals since they were installed? (I’d like this information given by month).
Attached is a document called “Sessions Report for Shetland October 2022 – July 2025”. The column entitled “Amount” shows in Pounds Sterling the value of every session since tariffs were implemented in 2022. Columns A and B can be used to identify particular charge points in the Shetland Islands. Please note that although some CPS charge points in the Shetland Islands may have been installed before 2022, the first tariffs in the islands were not introduced on CPS until 2022.
3) How many times has an overstay fee been implemented on Shetland drivers who have exceeded the one hour time limit at any one charger?
There are no overstay fees applied to CPS charge points on the Shetland Islands therefore this question is deemed not applicable. All tariffs and additional site fees are listed on the CPS website Tariff – Charge Place Scotland. Section 25 of the Freedom of Information (Scotland) Act 2002 (FOISA) exempts information from disclosure where the requester can reasonably obtain the information without asking for it under FOISA.
4) How much is the overstay fee?
Not applicable.
5) How many complaints have there been from overstay fees being forced upon Shetland drivers?
Not applicable.
