In the time period from 01 October 2023 to present:
When and where have Scottish Government (SG) ministers or senior civil servants in the SG had meetings with
a.) representatives of Teva Pharmaceuticals;
b.) Israeli diplomats from the UK's Israeli Embassy, where discussion of Teva Pharmaceuticals or their products have taken place.
Where meetings have taken place, I would like to be given a copy of the invitation lists, agenda and minutes taken at the meetings, recording outcomes or discussions.
By 'Teva Pharmaceuticals' I include all companies, subsidiaries and groupings belonging to Teva Pharmaceuticals Industries Ltd headquartered in 'Israel'.
By 'senior civil servant' I refer to civil servants in the SG who have the designation of permanent secretary or director general.
Response
Thank you for your email of 30 June 2025 in which you requested an internal review of a Freedom of Information response issued to you on 27 June 2025, which concerned your requests for information about meetings between Ministers and specified officials of the Scottish Government with the company Teva Pharmaceuticals and was also about meetings between those persons and representatives of the Israeli Government where the noted company and its products were discussed. I was asked to complete the review.
I have now completed my review of our response to your request under the Freedom of Information (Scotland) Act 2002 (FOISA).
I am able on this occasion to complete the review quickly and to provide a brief response, by way of an apology. As you suggested in your email of 30 June, there has in this case been a straightforward, and wholly unintended, error. I can confirm that the answer to your second question in your original request should have been “There have been no meetings between Ministers of the Scottish Government or senior civil servants with Israeli diplomats since 1 October 2023 where discussion of Teva Pharmaceuticals or their products have taken place”. For completeness, I can confirm that this statement encompasses the noted meeting on 8 October 2024. I therefore substitute this decision for the first decision.
