Response

I have answered each of your questions below.

Q. Please advise how many board members/trustees/executive directors/non-executive directors are paid by the Quango.

Disclosure Scotland is a Scottish Government executive agency. Its Board is made up of its Chief Executive, six executive directors who are all employed civil servants, and five non-executive directors (one of whom is a civil servant and does not receive additional remuneration as a non-executive).

Non-executive directors are paid a daily fee based on attendance at meeting.

Q. What their duties are?

The role of non-executive members is to support Disclosure Scotland’s Board to deliver its functions effectively and in accordance with the aims, policies and priorities of the Scottish Ministers. Nonexecutive members provide strategic advice, challenge and support to the senior leadership team and the Chief Executive (as Accountable Officer). They scrutinise performance in meeting goals and objectives, seek assurance on the management of risk, and promote good governance.

Q. How many hours they are required to work?

Non-executive members are contracted for 18 days per year. They may provide additional days depending on business requirements.

Q. What expenses do they receive?

Non-executive members are entitled to reimbursement for reasonable travel and accommodation expenses in line with the Scottish Government’s Travel and Subsistence policy.

Q. I'd also like to know why no-one takes the slightest interest in performance

Disclosure Scotland’s performance is monitored and scrutinised regularly across a number of management and governance forums, including at operational, senior leadership and Board levels.

Q. How do I get on the Board?

Non-executive appointments are made in accordance with guidelines issued by the Commissioner for Ethical Standards in Public Life in Scotland. These require appointments to be made on merit after a fair and open competition. The posts are advertised on Scottish Government jobs and mygov.scot public appointments.
