Response

I enclose below most of the information you requested:

How many attended at what cost?

Two officials from Transport Scotland’s Road Safety Team attended the global road safety conference at a total cost of £2,293.83.

The purpose of the event?

The purpose of this conference was to assess the progress made in implementing the Global Plan 2021-2030 during its initial five-year period, to generate support for the new vision of safe and sustainable mobility.

Why is Scotland going to an event here?

Scotland was invited to attend by the World Health Organisation (WHO). All lead agencies from each country across the globe were invited. Road safety is a top priority for the Scottish Government. Scotland's Road Safety Framework to 2030 sets out a vision for Scotland to have the best road safety performance in the world by 2030 and an ambitious long term goal where no one is seriously injured or killed on our roads by 2050. It sets challenging targets for the years ahead, with a 50 per cent reduction in fatal and serious injuries and a 60 per cent reduction in child fatal and serious injuries by 2030. Engagement with international partners, learning from others and the sharing of best practice forms an important part of progress towards these targets.

Resulting output including any documents/briefings or recommendations.

The Programme for each day can be found on the following link: 4th Global Ministerial Conference on Road Safety

Day one was the Global Meeting of the Network of Heads of National Road Safety Agencies. Attached is the Programme (Annex A) along with Description of Themes and Discussion Questions (Annex B). Scotland was subsequently invited to become a member of a Global Operational Working Group with the Heads of Roads from each nation.

Representation from Scotland at this event was at official level only. Attached is the post conference brief on Transport Scotland activity at the event (Annex C).

Also attached is the Ministerial Briefing (Annex D).

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under sections s.38(1)(b) (personal information) and s.30(c) (Otherwise prejudice effective conduct of public affair) of FOISA applies to that information. The reasons why these exemptions apply are explained in the Annex E to this letter.
