A90 trunk road pedestrian overbridges: FOI release

Information requested

"I am writing regarding the ongoing works to renew pedestrian overbridges on the A90 Trunk Road through Dundee.

As part of these works, temporary pedestrian crossings are being installed while the bridges are replaced.

I would appreciate it if you could provide information on the cost of the bridge refurbishment works, and the temporary pedestrian crossings being installed.

Additionally, if Transport Scotland or your Operating Company has conducted any form of option assessment regarding the renewal of these bridges or the provision of permanent at grade pedestrian crossing facilities across the carriageway, I would be grateful if you could provide me with a copy of the report"

Response

I enclose a copy of some of the information you requested. I have numbered these responses for ease.

1. You asked for the cost of the bridge refurbishment works, and the temporary pedestrian crossings being installed.

Transport Scotland's Operating Company, Amey, advise the refurbishment costs for the two bridges are £4,061,802.02.

This figure includes Investigation, Environmental, Design, Other and Construction costs. Previous financial years included actuals costs, costs for current (25/26) includes estimated costs.

The current cost for Temporary pedestrian crossing cost is £114,852.90. This Includes investigation, design, other and construction. Previous financial year costs include actual claimed costs, costs for 25/26 are estimated costs.

2. You requested a copy of the report of any option assessment conducted regarding the renewal of these bridges.

Please see Annex A to this response for a copy of the options report conducted by Amey.

An exception under regulation 38(1)(b) of FOISA (personal information) applies to some of the information requested because it is personal data of a third party and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018. This exception is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exception.

3. You requested a copy of the report of any option assessment conducted regarding the provision of permanent at grade pedestrian crossing facilities across the carriageway

While our aim is to provide information whenever possible, in this instance Transport Scotland does not have the information you have requested. Transport Scotland does not have this information because the Operating Company has not undertaken any option assessment into a permanent at grade pedestrian crossing.

This is a formal notice under section 17(1) of FOISA that Transport Scotland does not have the information you have requested.

This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
