Information requested
Under the Freedom of Information (Scotland) Act 2002, I request the following information regarding temporary traffic management on the A82 trunk road:
The total annual expenditure by Transport Scotland on temporary traffic management measures (e.g. temporary traffic lights, lane closures, convoy systems) on the A82 for each financial year from 2015/16 to 2024/25 (to date).
From 1 January 2015 to the present, a list of all traffic management measures on the A82 that remained in place for more than one week. For each instance, please provide:
- Location (nearest landmark, junction, or road section)
- Start and end date of the traffic management measure
- Total duration (in days)
- Total cost of the traffic management at that location
- Number of days on which active work (e.g. resurfacing, inspection, maintenance) took place on site during the period of traffic management
Please provide the data in spreadsheet or tabular format if available.

I enclose a copy of some of the information you requested.
You asked for the total annual expenditure by Transport Scotland on temporary traffic management measures (e.g. temporary traffic lights, lane closures, convoy systems) on the A82 for each financial year from 2015/16 to 2024/25 (to date).
While our aim is to provide information whenever possible, in this instance Transport Scotland does not have some of the information you have requested.
Transport Scotland does not have the information you have asked for because the cost of temporary traffic management measures (e.g. temporary traffic lights, lane closures, convoy systems) is included within the rates charged by our Operating Companies for the A82 Trunk Road Network, Amey and BEAR Scotland, and cannot be separated.
This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.sk

The management and maintenance responsibilities of the A82 trunk road is split between two of our Operating Companies, Amey and BEAR Scotland. Amey is responsible for the section of the A82 which runs from Old Kilpatrick to Stoneymollan Roundabout near Balloch and BEAR Scotland is responsible for the section that runs from Stoneymollan Roundabout to Longman Roundabout, Inverness.
Please see Annexes A and B to this response for details of the traffic management measures held by Amey and BEAR Scotland. Under the terms of the exception at regulation 10(4)(a) of the EIRs (information not held), Transport Scotland is not required to provide information which it does not have. Amey and BEAR Scotland do not hold some of the traffic management measures for the period you requested. This is because Amey was awarded the Network Maintenance Contract (NMC) for the South West of Scotland on 16 August 2020. As such, they do not hold the information requested for the date range 1 January 2015 to 15 August 2020.
BEAR Scotland does not have some of the information regarding traffic management measures for the period you requested. This is because BEAR Scotland was awarded the Network Maintenance Contract (NMC) for the North West of Scotland on 16 August 2022, however, BEAR Scotland was also responsible for the maintenance of the North West of Scotland under the previous contract and therefore have access to some information from November 2018. They do not have access to any information requested for the date range 1 January 2015 to October 2018.
This exception is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exception. We have found that, on balance, the public interest lies in favour of upholding the exception. While we recognise that there may be some public interest in information about road closures on the A82 trunk road, clearly we cannot provide information which we do not hold.
