Information requested
1. Who are the members of the Scottish Cosmetic Interventions Expert Group (SCIEG) and what are their areas of expertise?
2. What research and work has been done in informing the proposals which have been put forward in the current consultation for regulating non-surgical cosmetic procedures in Scotland?
3. What meetings/talks have been held in respect of both of the above? Please provide any detail held and minutes of these meetings.
Response
The Scottish Cosmetic Interventions Expert Group (SCIEG) provides advice to the Scottish Government regarding the potential regulation of non-surgical cosmetic procedures. The group’s advisory membership is:
- Chair, Andy Malyon - Scottish Government & NHS Greater Glasgow & Clyde
- CEO of British Association of Beauty Therapy and Cosmetology and the Confederation of International Beauty Therapy and Cosmetology
- General Practitioner & Aesthetic Physician and representative of the British College of Aesthetic Medicine
- Former Director of Learning and Skills, Ayrshire College
- Nurse Independent Prescriber, aesthetic practitioner and member of the British Association of Cosmetic Nurses
- Representative from the Faculty of Health Wellbeing and Management, Glasgow Clyde College
- Representative from Healthcare Improvement Scotland
- Environmental Health Officers
Scottish Government has published and released all minutes from Scottish Cosmetic Interventions Expert Group (SCIEG) meetings held since the group was reconvened. Please see link to published minutes here.
I am also including two additional documents which were provided to support SCIEG discussions as per your second question. While most of the information you have requested is now available online, the Red-Green List discussed at the SCIEG group meeting on 28 May 2024, along with the Risk Category document discussed at the SCIEG group meeting on 27 August 2024, have not yet been published and so they have been included with this response.
In some cases, the names of attendees have not been provided. In the preparation of these minutes we asked attendees to confirm whether they are content for their names to be published. Where individuals are not content for their name to be used we have listed their organisational affiliation, and attributed comments accordingly.
You will note that this approach is discussed within the minutes themselves. Whilst these names are not recorded as redactions we have considered this approach in the light of this FoI request, and our obligations under the Freedom of Information (Scotland) Act 2002.
In each case where a name has not been given I have considered this in light of Section 38 of the act, including consideration of the public interest test, and I am comfortable that our approach is in keeping with our responsibilities under the Act, and in terms of the management of personal data, including third party data.
