Information in relation to Transport Scotland's Highways Management Maintenance System & UKPMS.

Contract Details
1. Which supplier currently provides your Highways Management System (HMS) or Equivalent UKPMS Accredited system?
Transport Scotland have developed, in-house, a bespoke asset management system, known as the Asset Management Performance System (AMPS), to support the management and maintenance of Scotland’s trunk road network.
2. What is the scope of your current HMS contract? (e.g., asset management, road maintenance scheduling, traffic management, incident reporting, etc.)
There is no HMS Contract. The HMS (AMPS) was developed in-house.
The scope of AMPS primarily includes, collecting, storing and analysing trunk road asset information for the following purposes:
- Inform maintenance needs for trunk road assets;
- Monitor performance of assets and service providers;
- Manage trunk road maintenance budgets;
- Support data-driven decision making for asset management.
3. What is the value of the current HMS contract (per annum and total contract value)?
There is no HMS contract.
4. What is the contract start date, end date, and renewal date?
- There is no contract.
- AMPS began development in April 2019.
- There is no end/renewal date.
5. What is the duration of the current contract, including any extension options?
The system has been developed in-house and therefore there is no contract duration.
6. What is the procurement framework used for the current contract? (e.g., G-Cloud, Crown Commercial Service, etc.)
N/a – there is no contract.
7. Are there any performance penalties or incentives within the contract? If yes, please provide details.
N/a – there is no contract.
System Features and Usage
1. What modules or features are included in your current HMS? (e.g., GIS integration, work order management, mobile workforce support, citizen reporting, etc.).
The following modules/features are included in AMPS:
- Inspection and Maintenance - asset inspection and safety critical defect repairs (in line with national and legal requirements);
- Financial Control – bidding, ordering, invoicing, monitoring and auditing of financial spend;
- Schemes – scheme justification and programming in addition to storage of Health and Safety documentation relating to CDM Regulations;
- Casualty Reduction – cluster analysis of accident data and publishing of national accident statistics;
- Structures – specialist structural historical data and activities ensuring the safe use of structural assets;
- Development Management – manage planning and trading permit applications for private and commercial developments that require trunk road access.
2. What other systems does your HMS integrate with? (e.g., financial systems, geographic information systems, customer relationship management tools, etc.)
Currently, no external systems integrate with AMPS.
3. What level of customisation has been implemented in the current HMS?
AMPS is fully bespoke and customised to meet the business needs of Transport Scotland’s Roads Directorate.
4. How many users currently access the system, and what is their role (e.g., staff, contractors)?
Currently over 500 unique users.
Types of users include:
- Client - Transport Scotland;
- Contractors - Operating Company;
- Independent Auditors - Performance Audit Group (PAG).
Tendering and Procurement
1. When is the next planned tender for the Highways Management System?
There is no anticipated tender for AMPS;
- A Contract Notice was issued via PCS on 10th October 2023 for a 4 year Support
- Services Contract. The procurement process is currently underway.
2. What are the key evaluation criteria for selecting a supplier for the HMS?
N/a.
3. What were the top three reasons for selecting your current HMS supplier?
N/a.
4. What challenges or pain points have been identified in the current HMS procurement process?
N/a.
Budget and Expenditure
1. What is the annual budget allocated for Highways Management Systems, including licensing, support, and maintenance costs?
Approximately £2m per annum.
2. Are there any additional costs associated with the current HMS contract (e.g., implementation, training, third-party integrations)?
There is no HMS contract.
Performance and Feedback
1. How is the performance of the current HMS measured? (e.g., KPIs, SLAs, user satisfaction, etc.)
No formal measurement of performance for AMPS currently in place.
2. Have there been any significant system failures or downtimes in the last 3 years? If yes, please provide details.
No.
3. What has been the overall satisfaction level of your staff and stakeholders with the current HMS?
There has been no formal measurement of satisfaction.
Data and Reporting
1. What types of reports are generated by the HMS (e.g., maintenance logs, incident reports)?
Business Reports and Contractual Key Performance Indicators (KPI’s) are generated by AMPS.
2. Is the HMS compliant with relevant data protection regulations (e.g., UK GDPR)?
Yes.
3. Does the HMS support open data initiatives for public access to highways-related information?
Not currently.
Sustainability and Future Plans
1. How does the HMS support sustainability goals (e.g., reducing carbon emissions, green infrastructure planning)?
AMPS records the use of recycled asphalt materials and also contains data that permits the calculation of embodied carbon in construction materials and carbon impact of transporting construction materials to site.
2. Are there any plans to adopt new technologies (e.g., AI, IoT) within the HMS?
Nothing specific currently but this is continually under review.
3. What challenges are anticipated in transitioning to a new HMS, if applicable?
Not applicable - there are no plans to transition to another HMS.
Additional Context
1. Are there any shared service agreements in place with other councils for HMS use?
No Councils are using AMPS.
2. Does the council use in-house resources to manage the HMS, or is it fully outsourced?
- No Councils are using AMPS
- Transport Scotland uses a mixture of in-house and external resources to manage AMPS.
3. Is your council open to pilot programs for innovative highways management technologies?
Transport Scotland is always open to innovation and the use of new technologies.
