Information request and response under the Environmental Information (Scotland) Regulations 2004.
Information requested
Could you please provide a list of your bridge assets, along with their locations (latitude, longitude)?
Do you keep a record of bridge strikes at the bridges? Do you have a record of these?
Response
As the information you have requested is 'environmental information' for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we donot also have to deal with your request under FOISA.
This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.
Please see Annex A to this response for a list of bridges Transport Scotland are responsible for.
Please see Annex B to this response for details, held by Transport Scotland, of bridge strikes on the trunk road network.
A record of bridge strikes is included in the Annex B to this response, split up into tabs for each of the trunk road operational units.
Transport Scotland consider a bridge strike to be when a bridge’s soffit is struck i.e. the figures will not include parapet or pier impacts. This is not a complete record of the bridge strikes that occur on Scotland’s trunk roads, only those recorded at the time of incident i.e. evidence of bridge strikes discovered during routine inspections are generally not included.
