Information relating to the latest estimated opening dates and costs for both the new HMP Highland and HMP Glasgow.

HMP Highland

HMP Highland will better serve local communities and meet the needs of people in the care of the Scottish Prison Service (SPS), and for all those who work and visit there. Like many large-scale capital projects, it has faced delays due to the global pandemic, increased costs due to inflation, and design improvements to meet our net zero ambitions.

Construction completion of HMP Highland is now scheduled for spring 2026. This is due to a delay in receipt of the final pricing, which is pushing back the date for the second stage contract award and the construction programme. Final costs will be confirmed when the construction contract is signed.

HMP Glasgow

HMP Glasgow will deliver safe and secure accommodation, with maximum possible benefit and opportunity to those who live and work there, as well as the surrounding communities. The new prison will provide a better quality of living environment and enable strong relationships with staff and those in the care of the SPS.

The final design will be concluded in summer 2024, prior to the planned award of the construction contract that is scheduled for autumn 2024. Until the construction contract is signed, costs and time scales cannot be confirmed
