Information requested

1. Please inform me how many fixed speed cameras your organisation is responsible for. If possible, please break this down by device type (EG Gatso, Truvelo, HADECS).

2. Please inform me how many average speed cameras your organisation is responsible for. If possible, please break this down by device type (EG SPECS, VECTOR, Siemens).

3. Please inform me of the total financial cost to your organisation of maintaining and calibrating the fixed speed cameras your organisation is responsible for from 2018 to present. Please break this down by calendar or financial year. If possible, please also break this down by device type.

4. Please inform me of the total financial cost to your organisation of maintaining and calibrating the average speed cameras your organisation is responsible for from 2018 to present. Please break this down by calendar or financial year. If possible, please also break this down by device type.

Response

If it is not possible to obtain the level of granularity outlined above, please simply tell me a) how many speed cameras your organisation is responsible for in total, and b) how much financial cost these cameras incurred for maintenance and calibration from 2018-present, broken down by year.

As the information you have requested is 'environmental information' for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.

This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.

An exception under regulation 10(5)(e) of the EIRs (substantial prejudice to confidentiality of commercial information) applies to some of the information you have requested.
