Vessels landed into Scottish ports: EIR release

Information request and response under the Environmental Information (Scotland) Regulations 2004.


Information requested

As your original request, received on 11 October, did not contain an attachment that you referred to in your questions posed, we sought a copy of the missing attachment by email dated 14 October. You responded on Sunday 23 October and so the due date for our response (20 working days from receipt) was calculated as 22 November 2022. We used the calculator the Scottish Information Commissioner’s website: Response Calculator | Scottish Information Commissioner (itspublicknowledge.info) to determine this.

You asked for, "During the period 1st January 22 to 31st March 22:-

  • How many vessels upon list labelled 'Appendix B' had catches physically inspected by Marine Scotland Officers upon landing?
  • How many vessels from 'Appendix B' had discrepancies discovered by Marine Scotland Officer's, discrepancies relating to actual quantities of fish landed and actual quantities declared upon vessel's landing logsheets, and thus resulting in a fisheries infringement being recorded?
  • Specifically- in total how many landings were recorded by GBR registered demersal whitefish vessels (not how many vessels had landed) in Scottish ports?
  • How many GBR vessel's catches in question 3 above were inspected upon landing by Marine Scotland's Officer's during fore-mentioned period?
  • How many GBR vessels from question 4 above had discrepancies discovered by Marine Scotland Officer's, discrepancies relating to actual quantities of fish landed and actual quantities declared upon vessel's landing logsheets, and thus resulting in a fisheries infringement being recorded?

During the period 1st April 22 to 30th June 22:-

  • How many vessels upon list labelled 'Appendix B' had catches physically inspected by Marine Scotland Officers upon landing?
  • How many vessels from 'Appendix B' had discrepancies discovered by Marine Scotland Officer's, discrepancies relating to actual quantities of fish landed and actual quantities declared upon vessel's landing logsheets, and thus resulting in a fisheries infringement being recorded?
  • Specifically- in total how many landings were recorded by GBR registered demersal whitefish vessels (not how many vessels had landed) in Scottish ports?
  • How many GBR vessel's catches in question 3 above were inspected upon landing by Marine Scotland's Officer's during fore-mentioned period?
  • How many GBR vessels from question 4 above had discrepancies discovered by Marine Scotland Officer's, discrepancies relating to actual quantities of fish landed and actual quantities declared upon vessel's landing logsheets, and thus resulting in a fisheries infringement being recorded?

I enclose a redacted copy of appendix B with Boarding and infringement records added. Note this is for the full period requested (1 January 2022 to 30 June 2022)

For simplicity here are the answers to questions 1 and 2, for the full period;

  • How many vessels upon list labelled 'Appendix B' had catches physically inspected by Marine Scotland Officers upon landing? There were 142 inspections (boarding's) of vessels in the list at appendix B.
  • How many vessels from 'Appendix B' had discrepancies discovered by Marine Scotland Officer's, discrepancies relating to actual quantities of fish landed and actual quantities declared upon vessel's landing logsheets, and thus resulting in a fisheries infringement being recorded? There were 2 infringements recorded as a result of discrepancies relating to actual quantities of fish landed and actual quantities declared.

Answers to questions 3 to 5 are as follows (for the period 1 January 2022 to 31 March 2022);

  • Specifically- in total how many landings were recorded by GBR registered demersal whitefish vessels (not how many vessels had landed) in Scottish ports? There were 1861 UK registered demersal vessel landings into Scottish ports during the period.
  • How many GBR vessel's catches in question 3 above were inspected upon landing by Marine Scotland's Officer's during fore-mentioned period? Marine Scotland Officers inspected 122 upon landing ("boarding")
  • How many GBR vessels from question 4 above had discrepancies discovered by Marine Scotland Officer's, discrepancies relating to actual quantities of fish landed and actual quantities declared upon vessel's landing logsheets, and thus resulting in a fisheries infringement being recorded? There were 8 infringements detected on GBR vessel landings relating to discrepancies between actual quantities landed and quantities declared.

Answers to questions 3 to 5 are as follows (for the period 1 April 2022 to 30 June 2022);

  • Specifically- in total how many landings were recorded by GBR registered demersal whitefish vessels (not how many vessels had landed) in Scottish ports? There were 2044 GBRregistered demersal vessel landings into Scottish ports during the period.
  • How many GBR vessel's catches in question 3 above were inspected upon landing by Marine Scotland's Officer's during fore-mentioned period? Marine Scotland Officers inspected 123 upon landing ("boardings")
  • How many GBR vessels from question 4 above had discrepancies discovered by Marine Scotland Officer's, discrepancies relating to actual quantities of fish landed and actual quantities declared upon vessel's landing logsheets, and thus resulting in a fisheries infringement being recorded? There were 8 infringements detected on GBR vessel landings relating to discrepancies between actual quantities landed and quantities declared.

It is worth pointing out that a number of vessels recorded in your appendix B are registered UK vessels and will have been counted as such, they will therefore be included in both the answers to questions 1 and 2 as well as answers 3 to 5.
