Breakdown of liability across Scottish Government to Gupta Family Group Alliance: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.


Information requested

1) The total, combined existing liability across the Scottish Government and any of its public bodies or agencies, to any GFG Alliance business.

2) The breakdown of this existing liability by each individual liability (i.e. Lochaber smelter PPA guarantee: £586m).

3) A corresponding breakdown of the value of the existing securities on each liability.

4) A breakdown of any completed business relationship with GFG Alliance which previously would have been considered to have been a government liability (i.e. paying off a loan in 2018).

Response

The assets and liabilities of the Scottish Government relating to commercial transactions are detailed in the Scottish Government’s Consolidated Accounts and in the published accounts of other public bodies.

The Lochaber guarantee is contingent in nature and therefore no Scottish Government liability exists. The Lochaber guarantee is an asset for the Scottish Government which generates fee income; the liability for the underlying income stream is the responsibility of the GFG Alliance.
