While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section 38(1)(b) (personal information) of FOISA applies. The reason why that exemption applies is because the grade of the HR staff member is below the level of seniority which is releasable under the FOISA; and the other Consultant attended the meeting in a personal capacity to support Professor Eljamel.

20 and 25 June 2013 - what exactly were the clinical restrictions placed on Professor Eljamel?

From the information we hold:

  • On 20 June, it was agreed that clinical restrictions would be placed on Professor Eljamel’s practice.
  • On 25 June, the restrictions on Professor Eljamel's practice were conducting joint ward rounds with emergency cases reviewed jointly during these ward rounds, junior staff training was restricted, reflective discussions with the Clinical Lead were to take place, and the Clinical Lead would take responsibility for patients under Professor Eljamel's care during this period.

This information was communicated to NHS Tayside by letter which was addressed to Professor Andrew Russell, Medical Director.

The information we hold does not state who requested the Associate Medical Director to review the Board’s approach to initial handling of concerns, however, from the information we do hold, we think the request was made by Professor Peter Stonebridge, Medical Director of NHS Tayside in 2018; Dr Annie Ingram, Strategic Director of Workforce and Tracey Passway, Head of Patient Safety, Clinical Governance and Risk Management.
