Information requested
1) Can bus operators obtain compensation for the fare lost for each individual journey made by a person holding an u22 pass?
a) If so, will the compensation be paid at full adult single fare rates?
b) If not, please provide details of how compensation is calculated, and whether this method is likely to over or underestimate the farebox lost.
2) How often will operators be paid?
a) What documentation/evidence do operators have to provide in support of a compensation claim?
Response
1) Can bus operators obtain compensation for the fare lost for each individual journey made by a person holding an u22 pass?
Bus operators can claim an agreed reimbursement rate for each journey made under the Young Persons Scheme (YPS) as set out in Article 12 of The National Bus Travel Concession Scheme for Young Persons (Scotland) Order 2021 (legislation.gov.uk).
a) If so, will the compensation be paid at full adult single fare rates?
The reimbursement terms are set out in Article 2 of The National Bus Travel Concession Scheme for Young Persons (Scotland) Amendment Order 2021 (legislation.gov.uk) and are 43.6% of the adult single fare for journeys made by under 16s and 81.2% of the adult single fare for journeys made by 16-21 year olds.
b) If not, please provide details of how compensation is calculated, and whether this method is likely to over or underestimate the farebox lost.
The Business and Regulatory Impact Assessment for the YPS details how the reimbursement rates are calculated.
2) How often will operators be paid?
Operators will be paid in 13 payment periods at 4 weekly intervals in the financial year.
a) What documentation/evidence do operators have to provide in support of a compensation claim?
Article 11 of The National Bus Travel Concession Scheme for Young Persons (Scotland) Order 2021 (legislation.gov.uk) sets out what bus operators are required to provide.
