Total costs incurred and engagement with Independent Living Fund Scotland: FOI release

Information requested

1. The total costs incurred by the Independent Living Fund from 2014 to the present day. This includes all secretariat staffing costs, daily board member fees and expenses, events, publications and office-running costs.

2. A record of all engagement between board members and Scottish Government ministers and Cabinet Secretaries from 2014 to the present day.

Response

The Independent Living Fund commenced operations in July 2015 and as such responses cover the period July 2015 to 4th October 2021 as appropriate.

1. The total costs incurred by the Independent Living Fund Scotland from 1st April 2015 to 31st August 2021 was £334,247,484.

Under the Companies Act 2006, Independent Living Fund Scotland is required to prepare a statement of accounts for each financial year. Annual Reports and Accounts are available for the period 1st April 2015 to 31st March 2021 on the ILF Scotland website: Publications and Documentation - ILF.

Costs for the period 1st April to 31st August 2021 have been sourced from information held by the Scottish Government. At the time of this Freedom of Information request the Scottish Government did not hold information on costs incurred by ILF Scotland for the period 1st September 2021 to 4th October 2021. Information on costs for September 2021 were received by Scottish Government on 14th October 2021 as per standard reporting processes.

2. Dates of engagements between ILF Scotland board members and Scottish Ministers and Cabinet Secretaries since July 2015 to 4th October 2021 found in our records are as follows:

  • 16th December 2015 – Minister for Sport, Health Improvement and Mental Health, met Chair and Chief Executive of ILF Scotland.
  • 15th December 2016 – Minister for Sport, Health Improvement and Mental Health, met Chair and Chief Executive of ILF Scotland.
  • 8th March 2017 – Minister for Social Security met the Chair and Chief Executive of ILF Scotland.
  • 14th June 2017 – Minister for Social Security met Chair and Chief Executive of ILF Scotland.
  • 29th June 2017 – Minister for Public Health and Sport and Minister for Social Security – attended Upward Mobility media launch and met Chair and Chief Executive of ILF Scotland.
  • 16th January 2018 – Minister for Health and Sport attended the Service Users Group and met Chief Executive of ILF Scotland.
  • 15th March 2018 – Minister for Public Health and Sport attended the ILF Stakeholder Group.
  • 1st May 2018 - Minister for Public Health and Sport met ILF Scotland Stakeholder Group and Chief Executive of ILF Scotland.
  • 13th March 2019 – Minister for Public Health, Sport and Wellbeing met ILF Board Chair and Chief Executive of ILF Scotland.
  • 1st April 2019 – Minister for Public Health and Sport attended the ILF Scotland Stakeholder Event in Belfast.
  • 25th July 2019 - Meeting between Minister for Public Health and Sport, the Chair, and Chief Executive of ILF Scotland.
  • 4th November 2019 – Cabinet Secretary for Health and Sport attended an ILF Scotland Transition Fund Event.
  • 18th February 2021 - Meeting between Minister for Public Health and Sport, the Chair and Chief Executive of ILF Scotland.
  • 1st September 2021- Meeting between Minister for Mental Wellbeing and Social Care, the Chair and Chief Executive of ILF Scotland.
