- Are you running an Oracle or SAP ERP solution. If so, what version are they currently running on and which modules are you using?
- Are you planning to upgrade in the next 12-18 months?
- Do you have plans to move to a SAAS model?
- Do you have plans to migrate your current ERP to a cloud Solution?
- Do you run Oracle Databases? If so what versions, are you planning an upgrade in the next 12 – 18 months?
- Do you own perpetual Oracle Licences, do you Pay Oracle directly or through a shared service or other framework?
- Do you own Perpetual SAP Licences, do you Pay SAP directly or through a shared service or other framework?
- What is the value of the SAP Support contract and when does it renew

Response
The information provided is for the core Scottish Government which does not use any SAP systems, therefore, our response relates only to the two Oracle E-Business Suite applications currently in use.
1. HR/Payroll – Oracle EBS 12.1.3
The core Scottish Government makes use of Oracle EBS 12.1.3 for both HR and Payroll corporate solutions. The modules currently used are HR, HR Self Service, Payroll, iRecruitment and Discoverer.
Management of the modules listed is by individual annual licensing agreements.

1. Financial – Oracle EBS 12.1.3
This core Scottish Government makes use of Oracle EBS 12.1.3 for our corporate finance solution.
Oracle support is provided via a contract with Softcat.
A contract is also in place with an Oracle Gold Partner, Oncloud Consulting (Scotland) Limited for development support. The Softcat Oracle support contract provides software maintenance and support for those application modules of the Oracle e-Business Suite that are currently used by SEAS, the Scottish Government finance system.
The products or modules licensed for use are:
- General ledger, including cash book
- Accounts Payable
- Accounts receivable, including sales invoicing, cash collecting, Debt and Non Debtor
- Workflow (embedded within the Financials application)
- Purchasing
- Order Management
- Financials Intelligence
- Order Management (for Stock Control)
- Project Costing / Internet Time (Time Recording)
- Travel and Subsistence
- Functional Testing Suite for Oracle Applications
- Test Manager
- Financials Intelligence
- Oracle Financials
- Oracle Tutor for Applications
- Oracle Advanced Collections
- Financials
- Functional Testing
- Oracle Project Costing
- Oracle Purchasing
- Oracle Hyperion Financial Data Quality Management Adapter Suite

This contract also provides software support for those Oracle technology products (listed below) required for the Application to operate. The products include Oracle Database, Oracle Internet Application Server. The
licences are all Enterprise Edition with a processor metric.

This contact provides Oracle Premier Support for systems for all of the servers and operating systems used by SEAS in production, development and training environments. The OnCloud Consulting (Scotland) Limited
contract provides support for the design, development, configuration, implementation and operation of the Oracle Financials modules which have been implemented for SEAS. They would also support us with on
premise upgrades.
Contract specifics
Softcat Oracle Support - The value of this contract is £560,000 excluding VAT. This is valid for 12 months, however, perpetual licences are held as this is for Oracle Support only. The contract will be reviewed on/or
after 1 October 2020, with the date for renewal being 31 March 2021.
OnCloud Consulting (Scotland) Limited) – The value of this contract is £1.6m ex VAT. This is a three year contract with the option to extend for a further year on two occasions. The current contract is due for renewal on 16 April 2023 and shall be reviewed in October 2022.
