Recent housing developments in East Dunbartonshire and affordable housing: FOI release

You asked for:

1. What is the current number of people on the council house waiting list for Milngavie and Bearsden?

2. Could you please provide me with a list of all of the new housing developments in East Dunbartonshire over the past 5 years and the proportion of affordable housing provided in each development?

I enclose a copy of some of the information you requested.

You asked for the current number of people on the council house waiting list for housing in the Milngavie and Bearsden areas of East Dunbartonshire. While our aim is to provide information whenever possible, in this instance the Scottish Government does not have the information you have requested.  The reasons why we don’t have the information are explained in the Annex to this letter.

You also requested a list of all the new housing developments that have been built in East Dunbartonshire over the past 5 years. We are able to provide information based on the following sets of data that are held by the Scottish Government:

(i) A list of sites in which private-led new build housing completions have been recorded in East Dunbartonshire over the last five years, along with the number of completions per year. This data is sourced from the NB2 Returns provided by East Dunbartonshire to the Scottish Government. Note that the sites and completions included in this return are based on the activity carried out by the private developer at the time of construction, and it is not possible to split these figures to identify where a local authority or housing association may have subsequently purchased homes from the private developer after they are completed, for example to meet Section 75 planning obligations for affordable or social homes. See the attached spreadsheet tab “New Build Sites – Private Led”.

(ii) A list of sites in which local authority led council house new build housing completions have been recorded in East Dunbartonshire over the last five years, along with the number of completions per year. This data is sourced from the NB1 Returns provided by East Dunbartonshire to the Scottish Government. See attached the spreadsheet tab “New Build Sites – LA Led”.

(iii) A list of sites of all new build projects funded by the Scottish Government Affordable Housing Supply Programme (AHSP) in East Dunbartonshire between 2014 and December 2018, split by type of landlord and tenure. Note that these are a mix of social and affordable housing and include new build off-the-shelf purchases. There has also been Scottish Government funding provided for a number of homes for low-cost home ownership from existing housing stock, but these have not been included in this list as these are not new build. We cannot report on any private sector units from this data source as this information is not collected within the Scottish Government Affordable Housing Supply data. Note also that some of the local authority sites listed in (ii) will also be included in the list of projects provided in (iii), where council homes have been built with Scottish Government funding. Finally, you requested the proportion of how many affordable houses were built on each development. While our aim is to provide information whenever possible, in this instance, the Scottish Government does not have all of the information in this part of your request. Our response to question 2 provides lists of sites and completions based on the categories of private-led builds, local authority led builds and Scottish Government Affordable Housing Supply funded builds. These three sets of data should help to provide an overview of levels of new build homes across each of these areas. However as noted in the reply to question 2, it is not possible to split the private led figures to identify where a local authority or housing association may have subsequently purchased homes from the private developer after they are completed, for example to meet Section 75 planning obligations for affordable or social homes.

The Scottish Government does not have the information

The Scottish Government does not have the information you have asked for as part of your query: ‘1. What is the current number of people on the council house waiting list for Milngavie and Bearsden?This is because the Scottish Government does not collect data on the council house waiting lists for smaller geographies than regional level. The Scottish Government publishes data on Housing Lists as part of the Annual Housing Statistics publication. This includes information on changes in local authority housing lists and common housing registers for financial years 2000-01 to current year. The local authority time series tables can be found by following this link: https://www2.gov.scot/Topics/Statistics/Browse/Housing-Regeneration/HSfS/HousingLists.

However, please note that this data is collected at regional level and therefore it does not cover the Milngavie and Bearsden areas of  East Dunbartonshire you have requested. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
