Number of infrastructure projects: FOI release

Information requested

You asked for the following information. 

1. The number of infrastructure projects that have been undertaken by the Scottish Government from 2007/08 to date and the costs associated therein. I would like this information to be broken down by parliamentary sessions and will detail of each project listed.
2. The number of infrastructure projects that have been undertaken by the Scottish Government  that have been subject to delays and/or alternations in plans and proposals from 2007/08 to date and the costs associated therein. I would like this information to be broken down by parliamentary sessions and with detail of each project listed.

Response

In relation to point 1, I have enclosed a list of projects relating to Scottish Government supported infrastructure since May 2007.  This is an updated version of a list that was previously provided to the Scottish Parliament Information Centre (SPICe).  The information within the list relates to projects which are either ‘operational’ or ‘in construction’ where the Scottish Government has a lead role in procurement or funding.  The information is separated into calendar years from May 2007 to 2019 with the year relating to when each project initially commenced construction.  The information includes details relating to project sector, project name, project type, project total capital value, project status as well as the local authority location(s) of each project. 

In relation to point 2, please note that while our aim is to provide information whenever possible, in this instance the Scottish Government does not hold all the information you have requested.

The reason why we do not have all the information is explained in the Annex to this letter.

We have however provided the Public Audit Committee and subsequent Public Audit and Post-legislative Scrutiny Committee with a six-monthly update report on the progress of major capital projects since June 2009.  These reports are in the public domain by way of the Scottish Parliament website and archived Scottish Government webpages.

There have been 21 Major Capital Projects reports provided to the Parliamentary Committees since June 2009.  From June 2009 until December 2013, 10 reports covered the progress of major capital projects with a capital value in excess of £50 million.  From March 2014 onwards, 11 reports covered the progress of major capital projects with a capital value in excess of £20 million.   From June 2010 onwards, the Major Capital Projects Progress Update element of the report has included a narrative on any project variances as were relevant together with an explanation for these variances (i.e. project cost increases and time delays).  

Project variance information was not included within the June 2009 and December 2009 reports and was not collated centrally by the Scottish Government.  Project variance information outwith the other 19 reports was not collated centrally by the Scottish Government.

I have attached links to these reports on the Scottish Parliament website and the archived Scottish Government webpages for your information. 

Three reports (March 2016, December 2010 and June 2010) do not appear to be published on the Scottish Parliament website or the archived Scottish Government webpages and I have enclosed a copy of these for your information.
