Information requested
You requested, as follows:
I make a daily commute from Edinburgh to Glasgow Queen Street via Falkirk high and back. Unfortunately this service is often delayed or cancelled.
Please confirm precisely what percentage of the scheduled morning and evening peak time trains (either way) on the Glasgow Queen Street - Edinburgh Waverley (via Falkirk High) line have left and arrived on time in the last 6 months.
Response
I enclose a copy of some of the information you requested. This is provided within Annex A to this letter.
However, while our aim is to provide information whenever possible, in this instance Transport Scotland does not have the remaining information you have requested. The reasons why we don’t have the information are explained in Annex B to this letter.
ANNEX A
REQUESTED INFORMATION – information held in part
Please confirm precisely what percentage of the scheduled morning and evening peak time trains (either way) on the Glasgow Queen Street - Edinburgh Waverley (via Falkirk High) line have left and arrived on time in the last 6 months.
Performance in the railway system in Great Britain is measured using the Public-Performance Measure (PPM), which counts all trains planned to run, which run and arrive within five minutes of their scheduled arrival time. More information on ScotRail’s performance can be found at this weblink:
https://www.scotrail.co.uk/performance-and-reliability
Data are provided to Transport Scotland by operating sector on the total number of trains meeting the PPM target in each four-week period (that is, arriving within five minutes of the timetabled arrival time at the final destination). Over the last six months, overall PPM on the Edinburgh & Glasgow Line has been as follows:
Period From To PPM, E&G operating sector
5 22/07/2018 18/08/2018 87.8%
6 19/08/2018 15/09/2018 90.2%
7 16/09/2018 13/10/2018 86.6%
8 14/10/2018 10/11/2018 81.0%
9 11/11/2018 08/12/2018 77.5%
10 09/12/2018 05/01/2019 78.3%
11 06/01/2019 02/02/2019 87.0%
ANNEX B
REQUESTED INFORMATION – data not held
Transport Scotland does not hold the data you have asked for with respect to peak on-time departures and peak on-time arrivals, because the franchise does not obligate ScotRail to provide information at this level.
This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
