Response

While our aim is to provide information whenever possible, in this instance the Scottish Government has limited information to assist you. The information that we do have is attached in Annex A to this letter. You may wish to contact Historic Environment Scotland, who may be able to help you further, as they administer the distribution of funding for the historic environment through their grant schemes. The reasons why we don’t have the information are explained below.

Your second question regarding the Scottish Government’s opinion on the 1921 census is not a valid question under the FOISA. The Act covers recorded information, not new opinions or advice, therefore I am afraid we cannot assist you. However, you may wish to address your question to the National Records of Scotland, who are responsible for the census in Scotland.

Reasons for not providing information

The Scottish Government has limited information.

This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have all of the information you have requested.

The Scottish Government does not have all the information you have asked for because we are not responsible for operational decisions made under its grant schemes by Historic Environment Scotland and its predecessor organisation Historic Scotland. We were passed the information in Annex A as part of a document which is outwith the scope of your request. If you would like to know more about Historic Environment Scotland’s funding of the Scottish National War Memorial, you can ask HES directly. Find information about Historic Environment Scotland’s FOI policy at:  https://www.historicenvironment.scot/access-to-information/how-to-request-information/
