Response

Q2) Information relating to internal reorganisation at ScotRail, staff and departmental reorganisation.

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section 33 (1) (b), commercial interests of FOISA applies to that information. This exemption applies because disclosure would or would likely prejudice substantially the commercial interests of Abellio ScotRail.

This exemption is subject to the public interest test. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance the public interest lies in favour of upholding the exemption.

Please see documents 1-5 for the information that can be released.

Q3) Copies of the most recent staff satisfaction survey results.

The most recent Abellio ScotRail staff engagement survey results that we hold are the results for 2017 and this was provided to you in your previous Freedom of Information request dated 24 September 2018 under the reference number FOI/18/02669. You may be interested to note that the date by which ScotRail should share its staff engagement satisfaction survey with Transport Scotland has changed to 31 December.

Q4) A breakdown between long and short term sickness and absence rates since 2017

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have the information you have requested. We do not hold a breakdown between long and short term sickness and absence rates from 2017.
