Fuel Poverty Funding: breakdown of spend and type of projects supported: FOI release

Information requested

Under the Freedom of Information Act (2002), I wish to acquire the following information on  funding of £54.5 million made available to tackle fuel poverty and reduce greenhouse gas emissions announced in May 2018 (https://news.gov.scot/news/funding-for-fuel-poverty-and-energy-efficiency )

• How much has been paid out by 31 October 2018, including a breakdown of spend

• A breakdown of type of projects supported

• A breakdown of allocation of funding by Local Authority area.

• How much has been paid out by 31 October 2018, including a breakdown of spend. 

I have attached a spreadsheet titled “FOI - ABS and EES Transition Projects Spend to Date”  which outlines the spend by each local authority to date ( 31/10/2018) in regards to the announced funding. this is broken down by Home Energy Efficiency Programmes for Scotland (HEEPS): area-based schemes spend and Energy Efficient Scotland Transition Projects spend to date. 

• A breakdown of type of projects supported. 

£49 Million of the announced funding was awarded to Home Energy Efficiency Programmes for Scotland (HEEPS): area-based schemes.

We award this funding to councils to develop and deliver fuel poverty programmes (mainly solid wall insulation but also loft and cavity insulation) in areas with high levels of fuel poverty. The area-based schemes are designed and delivered by councils with local delivery partners. They target fuel-poor areas to provide energy efficiency measures to a large number of Scottish homes while delivering emission savings and helping reduce fuel poverty.

The remaining funding was awarded to Energy Efficiency Scotland Transition projects, and I have attached a spreadsheet titled “FOI - Transition Projects Overview” which gives an overview of these projects.

I have attached a spreadsheet titled “FOI - ABS and EES council information” which shows the allocation of funding to each Local Authority area.

I also refer you to the previously published FOI response /publications/foi-18-01563/  which highlights the HEEPS:ABS allocation and spend from 2013/14 onwards.
