Under the Freedom of Information act please could I request a full list of all the main contractors, consultants, sub-contractors & suppliers that are or have been involved with your A737 Dalry Bypass Project including the Dalry Viaduct.
These details can be found in the health & safety documents (which is a requirement by law), if you cannot locate the details in house can you please request them direct from the Principle Contractors as they are covered under F.O.I as the principle contractor working on behalf of a government body and it is therefore deemed that any information they hold in relation to this project is held on your behalf.
This request has been made under advise from the commissioner`s office.

As the information you have requested is ‘environmental information’ for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.
This exemption is subject to the ‘public interest test’. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.
The contract for the Dalry Bypass is between Scottish Ministers and Farrans Roadbridge Joint Venture (FRBJV).  FRBJV has two main contractors Farrans and Roadbridge.
Information on subcontractors, suppliers and consultants can be found in Annex A.
