External stairs for new build flats - tenant and landlords survey: FOI release

Information requested
  1. How many responses were received (split between tenant and landlord)
  2. How many queried the incorrect survey link (split between tenant and landlord if relevant)
  3. How many letters (or other form of communication) were sent to relevant parties (split between tenant and landlord)
  4. What were the expected numbers of replies (split between tenant and landlord)
  5. how much did this cost, in both time and money (including the split between salaries and postage)
 
Response
  1. We received 63 responses from tenants and owner-occupiers, and 47 responses from landlords.
  2. No enquires were made relative to the landlord survey as this was issued via email with a direct link to the survey.  The link to the owner-occupier and tenant was issued as a letter by post as email contact details were not available.  The link on the letter was queried by 10 people shortly after the date of issue.  This was resolved within a few days of the letters being issued by adding a link to the ‘owner-occupier and tenant survey’ on the ‘landlord survey’.  The following comment was added the landing page of the landlord survey, “This survey is intended for landlords but if you are an owner-occupier or tenant please click on the following link https://www.surveymonkey.co.uk/r/scottish_government_external_stairs_accessing_flats_owners_occupiers_tenants” (survey is now closed).
  3. The landlord survey was emailed to 165 organisations.  306 letters were issued by post to owner-occupiers and tenants. 
  4. The Scottish Government does not have the information you have asked for because the work was carried out as part of routine day-to-day duties and there is no business need record this information.  This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.  However, officials confirmed that a response of around 5-10 per cent was expected for both surveys.  The responses rate was, approximately, 28 per cent for landlords and 20 per cent for owner-occupiers and tenants.
  5. The Scottish Government does not have the information you have asked for because the work was carried out as part of routine day-to-day duties and there is no business need record this information. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested. I can however confirm that the postage for the owner-occupier and tenant surveys was £122.40.
