Information requested

1. When was the 2018/19 Spending Review carried out?

1b. Where can the 2018/19 Spending Review be accessed?

1c. If the above is not yet available then why is this delayed?

1d. And when will these figures be available for

i) public viewing and for

ii) GHA (and other associations)?

2. How much is the SHIP allocation grant funding for the 2018/19 financial year?

2b. How much of this can be made available to GHA?

2c. At what date will this money be available for GHA (and others) to use?

To further clarify: GHA have informed me that "We received £25.9 million in grant funding for GHA new build developments from the Scottish Government in the financial year 2017-18". I am trying to find out when the next years grant funding will be made available and what value it would be at, for GHA.

Response

To answer your questions in turn:

1. The Spending Review process was carried out in Autumn 2017. Following on from this process, the Draft Budget was published on the Scottish Government website on 14 December 2017. The final Draft Budget was subsequently passed by the Scottish Parliament on 21 February 2018.

1b. The Draft Budget document is available at /budget/

1c. There has been no delay in this information being available.

1d. As stated at 1b) above, this information is currently available on the Scottish Government website. Please note however that the Budget document contains high level figures, and while it has been confirmed within the document that the Scottish Government will invest £756 million in 2018-19 for the Affordable Housing Supply Programme, this document does not include any further detailed funding allocation amounts.

2. The Scottish Government has allocated the April 2018 to March 2019 full resource planning assumptions (RPAs) across all council areas. This results from the increased investment of over £756 million being available for the confirmed 2018-19 Affordable Housing Supply Programme. From this, a total of £568.146 million has been allocated to council areas across Scotland. The following link will take you to the breakdown by council area:

2b. In 2018-19, a resource planning assumption of £9.943 million is available to GHA in respect of the agreed re-provisioning programme.

2c. The allocation in respect of 2018-19 is currently available for GHA (and others) to use.

The £25.9 million that you quote reflects the actual expenditure by GHA in 2017-18.

As mentioned at 2b) above, the 2018-19 published RPA of £9.943 million is currently available to GHA. In addition, an estimated £10 million will be available as part of the Wheatley Group Bond Programme and our Glasgow and Clyde Area Team are discussing and agreeing these elements in more detail with GHA.

GHA will also have access to funding being made available to Glasgow City Council in 2018-19 which will be agreed by Glasgow City Council. This is currently estimated as £0.750m in 2018-19.
