FOI reference: FOI/18/00697
Date received: 5 March 2018
Date responded: 3 April 2018
Information requested
A list of the number of full-time equivalent staff working for the Scottish Government in the civil service (including core directorates, executive agencies, executive non-departmental public bodies, non-ministerial departments) for each local authority area in Scotland.
I would like these figures broken down for:each department, agency or directorate and the following years - 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017.
Response
The information you requested has been provided in a series of excel tables below
You should note the following points and assumptions made for this data:
Data is based on the number of FTE (full time equivalent) staff in post on the 31st March each year.
The local authority area data provided is for primary work location.
Only directly employed staff have been included in this data, no agency temporary workers or other contingent labour have been counted.
A small number of staff have no recorded local authority location and have been grouped under 'Unknown'.
The structure and function of organisations changes over time. This will impact organisation names and staff numbers in the tables.
Scottish Government only holds staffing information for organisations to which it provides an HR service. Data are available for all core SG directorates, most executive agencies and some non-ministerial departments but is not collected for other organisations. The following executive agencies operate their own HR service and are therefore not included; Scottish Prisons Service, Crown Office and Procurator Fiscal Service, Scottish Courts and Tribunal Service and Registers of Scotland.
Executive non-departmental public bodies are not consistently included in the data (unless the Scottish Government provides them an HR service) as these staff members are not civil servants.
Further information regarding staffing at public bodies is available on the National Public Bodies Directory which can be found at:
http://www.gov.scot/Topics/Government/public-bodies/about/Bodies
There has been a net increase of 60 FTE directly employed staff (an increase of 1% since March 2016) which reflects recruitment to fill roles to prepare for EU exit, strengthen our digital capability, implement new fiscal responsibilities and create a social security agency following the devolution of new powers to Scotland.
It also includes 151 employment opportunities for young people through our Modern Apprenticeship and similar programmes.
