You asked in your correspondence:
"in the last 3 years how many Scottish Government project lead posts have been filled using this closed in house method, circumventing the formal recruitment process".
Response
We have understood "closed in house method" to refer to service level agreements as we understand from your letter that the project lead requirement that you refer to may have been met by this means. The Scottish Government's Human Resources central recording system has provided that the number of SLA workers started in each of the last 3 years were as follows: -
