Fiscal framework review - discussions between Scottish and UK governments: 27 June 2022

Chief Secretary to the Treasury Simon Clarke and the Scottish Government’s Cabinet Secretary for Finance and the Economy Kate Forbes held talks on 27 June to discuss the upcoming review of the Scottish Government’s Fiscal Framework.

Ministers finalised the arrangements to jointly commission the independent report, which is to consider Block Grant Adjustments and inform the Fiscal Framework review. The report was launched on 27 June by the two governments and is expected to be returned in October.

The Chief Secretary and the Cabinet Secretary discussed the scope for the Fiscal Framework review and progress has been made since the previous meeting of the Joint Exchequer Committee. They also agreed to further talks between both governments on wider arrangements for the review, with the expectation of publishing a Terms of Reference before the review begins. Both ministers shared the ambition to start the review shortly after the independent report concludes.

Ministers also discussed financial impacts relating to the income tax personal allowance.
