Introduction

A written authority is provided to Accountable Officers by Ministers in circumstances when delivering an action is inconsistent with the Accountable Officer’s Duties and a ministerial direction on the specific action is required to continue.

Background

At the time of the written authority regularity and propriety of completing vessel 802 under construction at Ferguson Marine (Port Glasgow), was in line with the existing contract. Yet in a value for money case, where the Accountable Officer was required to be satisfied that resources are used economically, efficiently, and effectively, was more challenging.

Therefore, on 13 May 2023 the Accountable Officer for DG for Economy, Gregor Irwin sent Neil Gray Cabinet Secretary for Wellbeing Economy, Fair Work and Energy a request for written authority regarding Ferguson Marine (Port Glasgow). The written authority was issued by the Cabinet Secretary on 14th May 2023.
