Energy Performance Certificate approved organisations: operational framework
Relates to the 2008 regulations. Framework for organisations who are approved to prepare and issue Energy Performance Certificates (EPCs).
The Energy Performance Certificate (EPC) regulations in Scotland are changing. This will impact the processes for appointing Approved Organisations.
At present
Approved Organisations must meet the requirements of Regulation 8 of the Energy Performance of Buildings (Scotland) Regulations 2008 and adhere to the Operational Framework.
The changes
Applications are open to become an Approved Organisation.
Approved Organisations must meet the requirements of Regulation 11 of the Energy Performance of Buildings (Scotland) Regulations 2025 and operate to the requirements of Regulation 12 in the statutory Scottish EPC Accreditation Scheme: operating requirements.
Energy Performance of Buildings (Scotland) Regulations 2008
The Energy Performance of Buildings (Scotland) Regulations 2008 regulation 8 requires that approved organisations ensure their members are qualified and have had the relevant training to properly prepare and issue EPCs.
This document explains the current operational framework that all approved organisations and their members must adopt to be considered qualified, and be approved by Scottish Ministers.
The framework is divided into four broad areas:

integrity and operational resilience

accreditation of energy assessor members

administer the operation of energy assessor members

maintain records to facilitate effective operation of the scheme and periodic audit by the Scottish Government
When drawing up internal mechanisms on how to deliver the requirements, approved organisations should reference the relevant UK National Occupational Standard (NOS) for Energy Assessors.
