Information request and response under the Environmental Information (Scotland) Regulations 2004
Information requested
1. Between 2013 – 2023, what is the total amount of money the Government has paid to Housing Associations across Scotland in energy efficiency grant funding?
2. An annual breakdown between 2013 – 2023 of how much money has been paid to Housing Associations across Scotland in energy efficiency grant funding.
3. Between 2013 – 2023, how much money has been left untouched in the social housing net zero heat fund?
In response to our clarification request you specified this was in relation to the Social Housing Net Zero Heat Fund adding:
- Since its launch, how much funding has the Social Housing Net Zero Heat Fund provided to Housing Associations/Registered Social Landlords?
- How much of the £200 million committed under the Social Housing Net Zero Heat Fund has been distributed in total since it was introduced?
Response
As the information you have requested is 'environmental information' for the purposes of the Environmental Information (Scotland) Regulations 2004 (EIRs), we are required to deal with your request under those Regulations. We are applying the exemption at section 39(2) of the Freedom of Information (Scotland) Act 2002 (FOISA), so that we do not also have to deal with your request under FOISA.
This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption, because there is no public interest in dealing with the same request under two different regimes. This is essentially a technical point and has no material effect on the outcome of your request.
The answer to your questions are below (we have combined the information requested under all questions as some questions were duplicated). Please note the Social Housing Net Zero Heat Fund launched in August 2020 and so information can only be provided from this date.
1. The total grant claimed by the Registered Social Landlords and Local Authorities under the Social Housing Net Zero Heat Fund is £27,397,274.33. This is paid out to projects on submission of paid invoices for work completed.

Table 2 shows the total grant awarded in each financial year through the Social Housing Net Zero Heat Fund. This differs from the amount paid (Table 1) as grant claims may fall into the financial year after the project was awarded funding.
4. Since the launch of the fund, we have made available £119.5m funding available to the sector, we have committed £56.3m in grant awards (Table 2).
