Communication around housing Ukrainian refugees on MS Victoria: FOI release
Information request and response under the Freedom of Information (Scotland) Act 2002.
Information requested
All documents, meeting minutes and details of communication by the Scottish Government, ministers and special advisors about housing Ukrainian refugees on a ship in Edinburgh.
Please provide any details about the communication, including but not limited to emails, letters, text/whatsapp messages, and minutes of meetings or phone calls.
I would like all information for the period commencing June 20th – 11th July.
Response
I enclose copies of relevant communications from within that time period at Annex B (separate attachment).
While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under sections:
- Section 38(1)(b) – applicant has asked for personal data of a third party
- Section 36(2) – actionable breach of confidence
- Section 30(b)(i) – free and frank provision of advice
- Section 30(b)(ii) – free and frank exchange of views for the purposes of deliberation
- Section 30(c) – substantial prejudice to the effective conduct of public affairs
- Section 33(1)(b) – Commercial interests
- 29(1)(a) – formulation or development of government policy
- S.29(1) (b) Ministerial Communications
The reasons why we consider these exemptions apply in these circumstances is explained in Annex A (separate attachment) to this letter.
