Funding claimed in 2024 to 2025 was lower than the amount allocated across most deals. This led to an overall underspend of around 13% of the total allocation. The variance largely reflects timing and delivery factors, such as project delays or rephasing rather than loss of funding.

Across the full Deal term to date, total grant funding claimed is lower than the total legal commitment, resulting in a cumulative underspend of around £197 million. This equates to 14% of the overall commitment not yet drawn down.

The variance largely reflects delivery timing pressures, with several programmes drawing down funding more slowly than originally planned. Some Deals have been able to accelerate activity and have been able to claim in excess of the financial commitment to date.

*A Tripartite Agreement is a legally binding funding agreement between us, the UK Government and the relevant local authority that sets out each partner’s commitments, investment profile and responsibilities for delivering a City Region or Growth Deal.
