Transport Scotland makes payments to operators on an estimated basis at the beginning of the financial year, and therefore recover overpayments from operators as and when these occur or are identified. These are recovered through offsetting against future payments due or a full refund is provided by the operator. Where these are offset, these repayments can be made over multiple financial years.
