The consumer duty requirements have been met within the Final Business and Regulatory Impact Assessment (BRIA), and therefore a separate consumer duty impact assessment is not required. Section 11 of the Final BRIA gives more detail on considerations, including: the medical uses exemption, substitutability between plastic and non-plastic wet wipes, and the retail price of non-plastic wet wipes. The Final BRIA will be published alongside the legislation.
