Re: ADP Funding 2022/23
I am writing to you with updates on the previous letter from the Scottish Government issued on 23rd June 2022.
Updated NRAC 2022/23 share for non-baselined funding
The letter of 23rd June provided provisional funding based on the 2021/22 NRAC formula. We have now received the updated division formula for 2022/23. As such, please see below an updated version of Appendix 2: Funding breakdown by ADP. This table presents the minor revision from the latest revised NRAC split for all additional funding for ADPs that is not included in the baseline.
Funding provided to Health Boards is for onward delegation to IAs to be invested through ADPs. Where there is more than one IA, the level of funding should be agreed jointly by the IAs within the Health Board area. There is no requirement to allocate this funding by NRAC formula.
Corrected baseline allocations
In our efforts to bring all the funding into one letter and simplify the process this year, we included baselined funding in the Appendix 2 table, alongside additional funding, and applied the NRAC formula to the totality. We have since recognised that the split of the baseline contribution should remain unchanged on previous years and have therefore removed this from the updated Appendix 2 below and have provided the correct split in Appendix 3: Funding breakdown by health board.
Reserves
As noted in 23rd June letter, IA reserves (once confirmed) will be netted off against the first allocation of funding for 2022/23 in order to avoid a build up being carried forward into future financial years, as has been the case previously. To clarify, the full £50.3m will be made available once reserves have been utilised, where that funding can be spent within the 2022/23 financial year. We are aiming to make the first tranche of allocations at the end of July and another towards the end of the calendar year.
Both updated tables included below supersede the information previously provided in the original letter distributed on 23rd June.
