A summary of responses received to Accelerating home-building in Scotland: a consultation on incentives and penalties to speed up housing delivery.
Introduction
The consultation on Accelerating home-building in Scotland ran from 05 February 2026 to 30 April 2026.
The consultation was a starting point for a discussion about possible measures that could be deployed to accelerate the build-out of housing in Scotland. Informed by research in this area, and approaches in other administrations, it sought views on a range of options.
We are grateful to everyone who took the time to respond to this consultation.
We received 102 responses, which have been categorised into the following respondent categories:

- Public bodies: planning authorities and Heads of Planning Scotland (HOPS)
- Public bodies: other
- Developer
- Consultant
- Small and medium-sized enterprise (SME) Developer
- Third sector
- Land promoter
- Registered social landlord (RSL) / Housing Associations

Annex A includes a list of responding organisations, broken down per category.
Not all respondents answered or provided a view in response to every question.
As with any public consultation exercise, it should be noted that those responding generally have a particular interest in the subject area. Therefore, the views they express cannot necessarily be seen as representative of wider public opinion.
