4. Question 1 was worded differently in the consultation document and in the accompanying questionnaire. The question in the questionnaire asked for views on the introduction of the duty in legislation; the question in the document asked whether arrangements should be specified in detail. Most respondents used the questionnaire. There was evidence, however, that people answering the second version of the question had answered somewhat differently.
