Free Personal and Nursing Care, Scotland, 2022-23
Statistics release presenting data on the number of people aged 18 and over that benefit from Free Personal Care (FPC) and Free Nursing Care (FNC) in Scotland, and the amount that Local Authorities spend on personal care services.

This section presents total estimated expenditure on FPC and FNC payments to self-funding Care Home residents, presented as totals for the 2022-23 financial year. Expenditure data on FPC and FNC payments relate to self-funding residents in Care Homes only.
Please note: since 2021-22, these Care Home expenditure figures have been estimated, whereas previously they were submitted directly by LAs. Please see 'Expenditure Data', under the Limitations of Data and Further Background section of the accompanying ‘Methodology and Background Information’ document for more information on these changes.
Age 65 and over
In 2022-23, an estimated £158 million was spent by Local Authorities on FPNC payments to self-funding Care Home residents aged 65 and over. This is a 13% increase from the estimated £139 million spent in the previous year.
Around £121 million of this total expenditure on FPNC in Care Homes was spent on FPC payments (77% of total expenditure for those aged 65 and over), with the remaining £37 million (23%) spent on FNC. This is similar to the proportions of FPC and FNC expenditure in 2021-22
Age 18 to 64
£1.92 million was estimated to have been spent on FPNC payments to self-funding Care Home residents aged 18-64 in 2022-23. This is a 17% increase from the estimated £1.64 million spent the previous year.
Around £1.50 million was spent on FPC payments for 18-64 year olds in 2022-23, (78% of this total expenditure on FPNC for 18-64s), with the remaining £0.42 million (22%) spent on FNC. This is similar to the proportions of FPC to FNC expenditure both in the previous year, and for FPNC for those aged 65+.
