Vision

To have the most effective and most efficient local third sector infrastructure for Scotland from 2018 onwards. 

Strategic Context

Scotland is undergoing significant change (new devolved powers, Brexit, public service reform, community empowerment,) and the landscape within which the third sector is operating is also changing.  The third sector remains crucial to realising a fairer and more inclusive Scotland, to shaping and delivering public services, supporting communities and providing innovative solutions to the pressing issues of the day.  But in this changing environment, it must also adapt to ensure that it remains fit for purpose and as effective as possible.

Our local infrastructure is an important part of the picture and we are focusing on how to improve and strengthen it. 

As a first step we commissioned an independent evaluation of the existing Third Sector Interface model and Voluntary Action Scotland which has been operating since 2011 to support volunteering, social enterprise, local third sector organisations and participate in the community planning process.

The attached evaluation report is intended to provide robust evidence to be used as part of a broader engagement process with the network, the wider third sector and with the public and private sector partners on the future infrastructure of the third sector at a local level.

Over the next 6 months we will examine how the third sector infrastructure is organised and how it can be improved. We will be working with our partners to arrange a programme of stakeholder events, which will take place during the first half of 2017 to enable as many people as possible to put forward their views on how the local third sector infrastructure should be organised to support individuals and communities across Scotland.

Following this wider engagement we will, in dialogue with wider interests, draw together recommendations for improvement for Ministerial agreement by Autumn 2017 for implementation from 2018/19.
