Exceptional school closures: guidance

Guidance for local councils on applying for permission to temporarily close a school or nursery for planned works or relocations.


Schools and council-managed nurseries must be open for at least 190 days each academic year. This is set out in law

When you need to apply 

You need to apply for approval for an exceptional school closure if a planned closure would mean a school or council-managed nursery is open for fewer than 190 days in the academic year.

This can include, but is not limited to, closures for: 

  • moving into temporary accommodation during building works 
  • moving into a new or refurbished building 
  • setting up a newly built school 
  • packing or unpacking for relocation 

How to apply 

Councils are asked to submit applications for approval, where possible, at least 28 days in advance of the planned closure. This is to allow sufficient time for consideration.

Email exceptionalclosure@gov.scot with: 

  • the name of the school or nursery 
  • the date or dates you plan to close 
  • why you need to close 
  • what arrangements are in place for families entitled to free school meals or who require alternative childcare provision
  • what you are doing to reduce disruption to learning 

Communicating planned closures 

Councils should communicate clearly with parents, carers and staff about any planned closure, including the reason for the closure and the anticipated duration. Wherever possible, families should be given as much advance notice as practicable to minimise disruption. 

Emergency school closures 

You do not need to apply for approval for emergency closures, such as those caused by bad weather.
