  • Monitor the management of the Government's current legislative programme and submit regular progress reports to the Cabinet;
  • Keep under regular review the Government's priorities for future legislation and recommend future legislative programmes to the Cabinet;
  • Consider proposals for significant changes in the policy content of Bills following approval by the Cabinet of that policy content*;
  • Consider proposals for Member's Bills, Committee Bills and Private Bills and decide on the position to be taken by the Government on each proposal*;
  • Approve proposals for the Parliament to be invited to give consent, by means of a Legislative Consent Motion (LCM), to the inclusion in UK Bills of legislation relating to devolved matters; and keep the operation of the Sewel Convention under review;
  • Consider other matters relating to the management of the Government's legislative programme, monitor the position of the Government's programme of subordinate legislation; and
  • Monitor the transposition of EU obligations and infraction cases.

* Where CSCL considers proposed changes to the policy content of a Bill or the subject matter of a proposed non-Government Bill or LCM to be of such significance or sensitivity as to require Cabinet consideration (or where it is unable to agree on a course of action), the matter should be referred to the Cabinet for decision together with the CSCL's recommendation (where appropriate). In other cases CSCL will take a final decision on behalf of the Cabinet.
