Recommendations and Conclusion

The EQIA has confirmed that experiences of racism for children and young people in Scottish schools have been a long-standing problem with serious impacts on children and young people’s wellbeing. The actions and guidance set out in the Whole School Approach will support educators, schools, and local authorities to develop consistent and robust policies to address these issues.

The evidence gathered for the impact assessment highlighted the importance of teachers’ racial literacy and confidence when responding to racist incidents. Therefore, the publication of the guidance will be supported by a package of professional learning resources developed by Education Scotland. The Whole School Approach will assist schools to consider how best to support staff in developing racial literacy through professional learning and encourage schools to ensure that sufficient professional learning is in place for all staff.

Future waves of BISSR research will form the formal monitoring activity for the implementation of this guidance.
