The Scope of the EQIA

A full EQIA was undertaken.

This considered each of the relevant protected characteristics as they apply to schools, with particular reference to race. In addition, the protected characteristic of age was also considered, recognising that the effect of the guidance would apply to younger people. Further, the three Public Sector Equality Duties were also considered.

The EQIA, and the Whole School Approach, were informed by extended engagement with education and antiracism stakeholders through the Anti Racism in Education Programme. The development of the EQIA was also informed by published research and reports on the issue of racism and racist incidents in schools in Scotland, including racism experienced by school staff. Examples from wider UK research were also considered. Statistical information from the annual pupil census was utilised to gather information in relation to the populations of young people in schools who identify as being from minority ethnic backgrounds.
